Dr Armandino Lopes is a lawyer and the founding partner of Armandino Lopes Advogados. He graduated in Law from Universidade Portucalense in 1992 and has been registered with the Portuguese Bar Association since 1995.

Before dedicating himself fully to legal practice, he demonstrated a strong entrepreneurial spirit, having established several companies and, in the 1980s, set up one of the first factories in the Crespos Industrial Zone, in Celorico de Basto, his hometown, a path that gave him a practical and strategic understanding of the business world. Alongside his legal practice, he has maintained ongoing involvement in international business, allowing him to combine a legal perspective with a tangible understanding of business and commercial dynamics across different markets.

He is proficient in Spanish, French and English, which enables him to communicate directly with a wide range of clients. Since the late 1990s, he has devoted particular attention to Portuguesespeaking countries, especially Brazil, Mozambique, Angola and GuineaBissau, supporting domestic and foreign clients in their internationalization to these jurisdictions. He also advises foreign investors in Portugal, including Israeli clients, with a growing focus on the North American market.

He has taken part, as a Category 1 consultant, in several specialized multidisciplinary teams in technical assistance projects aimed at strengthening the capabilities of ministerial and governmental entities, involving the review and drafting of comprehensive crosssector legal frameworks at local, regional, central and decentralized administration levels, in projects financed by the European Union and the World Bank in African countries.

Its main areas of specialisation are Civil Law, Administrative Law and Tax Law.

In the area of Tax Law and tax litigation, he has particularly extensive experience in defending companies and their shareholders and directors in proceedings before the Tax Authority and Social Security. He has successfully handled cases involving the reversal of tax and social security debts, judicial challenges, administrative procedures for the declaration of limitation of tax claims, and defense in enforcement proceedings, with a strong focus on protecting his clients’ assets and ensuring that their rights are not undermined by disproportionate actions from the tax authorities.

He is also dedicated to asset protection, Insolvency and Bankruptcy Law, and legal support for foreign investment in Portugal, particularly in matters relating to visas, the nonhabitual resident regime and projects classified as being of Potential National Interest (PIN).
